Region VI Track and Field
Meet Administration and Organization
This page is aimed at coaches and administrators. The information contained
herein explains how Region VI Track and Field Meets will be administered.
Information is included on a variety of topics, including meet entry procedures, seeding
heats and assigning lanes, specific information about each event (which start lines and
exchange triangles are used, which hurdle marks are used, etc.
If you have any questions at all about how the events are organized, you should be able
to find the answers here.
Entry and
Seeding Procedures
Initial Entry Procedures:
- Entry forms will be sent via e-mail to all Region 6 Coaches not later than Tuesday prior
to a meet
- Coaches must use the entry form provided in the format in which it is provided
they may not use other forms provided by someone else or self-generated forms
- The order of events on the entry form may not be altered
- Entries are due not later than 9:00 a.m. on the Thursday prior to the meet
- For the first two (specified by the administrators of Region 6), teams may enter five
individuals and two reserves in each event
- If some events are not held during the first two meets, then teams may enter five
individuals and two reserves in these events the first two times that the events are held
- For the remainder of the regular season meets, teams may enter three individuals and two
reserves
- For the Region Championships, teams may enter only three individuals per individual
event, and may not enter reserves. Each team must specify six names for each relay team,
from which the four athletes who run in the event will be drawn.
- Coaches must comply with High School Track and Field regulations which specify the
number of events an individual may enter in a single day or meet.
Entry Processing & Seeding
- Entries will be processed and posted to the web on Thursday night or Friday morning, as
time allows
- Heats will be structured as follows:
- For all meets prior to regional championships, heats will be seeded so that the slowest
performers are in the first heat, and the fastest performers are in the final heat
- For Regional Championships, heats will be mixed so that there are an equal number of
fast and slow performers in each of the trial heats
- Flights will be structured as follows:
- For all meets where 5 entries are allowed, and only four throws/jumps are permitted,
flights will be seeded according to ability, with the weakest performers in the first
flight, and the strongest performers in the final flight
- For all meets where 3 entries are allowed, the flights will be mixed, with approximately
equal numbers of strong and weak performers in each flight. The seven best performers in
the first three rounds will advance to the final three rounds.
- Order within rounds will be random.
- Heat Assignments and Lane Assignments within heats will be made as follows:
- For the first meet of the season, heats will be seeded by prior years
performances, and randomly for those without a prior year performance
- For all successive regular season meets, heats will be seeded by current year
performances
- When entering athletes with no mark in an event, coaches should submit a seed time or
distance to assist in proper seeding
- At Region Championships, all seeding will be based upon best performances to date. Heats
can only be reassigned by unanimous consent of the coaches, the host administrator, and
the meet director. There will be no reassignment of lanes
- Heat sheets will be provided to all coaches at the time of the coaches meetings.
Scratch Meeting
- At the coaches meeting, coaches may:
- Scratch existing entries
- Move reserves up to regular entries
- Add new entries or reserves
- Request reassignment of heats or lanes
- Each team will be provided with three "wild cards" for each meet. These
"wild cards" will permit the team to enter, into one event each, three
additional individuals who were not listed as entered as of the close of the coaches
meeting
- Other than the use of "wild card" entries, all entries are considered closed
at the adjournment of the Saturday coaches meeting, and no further entries are
permitted
During the Meet Track Events
- Only individuals who were entered as of the adjournment of the coaches meeting
will be assigned stickers and permitted to enter individual events.
- Individuals who request entry but who were not entered as of the close of the
coaches meeting and who do not present "wild cards" upon arrival at the
clerk of the courses station will be refused entry into the events on any basis, and
informed: "You cannot race because your coach did not enter you." These athletes
will be referred to their coaches.
During the Meet Field Events
- Teams may make substitutions in field events when the athletes report to the judges.

Entry and
Seeding Procedres -- Relays

Relay procedures are the same as individual entry procedures,
with these exceptions:
- For meets other than the region championships
- Teams need only signify entry by writing the school name and "#1" or, for the
first two meets, "#2," on the entry form
- Individuals may be substituted into the relay order at any time, regardless of action
taken at the coaches meeting
- For region championships
- Coaches must submit written lists including the names of all the individuals on each
relay team, and two reserves for each relay team (NOTE: forms will be provided)
- The four competing members of the team must report to the Clerk at the time of check-in.
A member of the team must bring the team entry form with them (NOTE: copies will be
provided to each coach). The Clerk will check to make sure that each of the four athletes
checking in is listed as a regular member or a reserve member of the team in question.
- Teams attempting to enter with an individual who is not listed on the team entry form
will be refused entry into the event.

General Rules Applying to All Competitors

The rules specified below apply to all competitors in all events. The language below is
not the language of the official rulebook; rather it is language
which should make understanding the rules more clear. All rules will be enforce 100% from
the beginning of the season through the end of the season.
ULTIMATE RESPONSIBILITY
Ultimately, it is the responsibility of athletes and their coaches to ensure adherence to
rules pertaining to Check-In and Uniforms. Although the Clerk and event Judges may
exercise preventive action, an athlete who competes in illegal uniform is subject to
disqualification.
CHECK-IN RULES
All field event athletes must check in with the head judge of the event prior to the start
of the event. At the moment the first attempt of the competition takes place, check-in is
closed. Any athlete who has not yet checked in with the head judge of that event at that
time may not enter the competition. Athletes who are participating in two events being
held simultaneously must check in with both judges prior to the start of the competition
Entrants in the 3200m will check in with and pick up their stickers from the starter or
assistant starter at or near the starting line.
All track athletes must check in with the clerk not later than final call. The Clerk
may note the time of check-in on the entry sheet. In events run in lanes from start to
finish, competitors will not be permitted to start unless their sticker appears on the
heat sheet sent to the Assistant Starter by the Clerk. Athletes in any event not run in
its entirety in lanes will not be permitted to start the event unless they are wearing the
sticker issued to them by the Clerk.
UNIFORM RULES
All athletes must wear team uniform (i.e. shorts and singlet) outside all other garments.
If an athlete reports for the start of an event without proper uniform, the athlete is not
permitted to compete in the event. Questions or clarifications should be brought to the
meet director. See the bottom of this page for a more detailed explanation of
uniform rules.
Exceptions and Clarifications
- Any article of clothing worn under the team uniform which is visible must be of a
single, solid color, with no print, lettering, pattern, etc. It is/is not permissible for
any of these articles of clothing to have a single manufacturer's logo not to exceed
1.5" x 1.5" in dimension
- Provided that clothing worn under the uniform meets the standards specified in #1 above,
the undergarments worn under an athletes shorts and singlet may be of different colors
- In an individual event, the underclothing for athletes of the same team need not match
in color or style, provided it meets the standards specified in #1 and #2 above.
- In a relay event, if one member of a relay team wears an undergarment(s) which is (are)
visible under the shorts and/or singlet, and which meet(s) the standards specified in #1,
#2 and #3 above, the undergarments of any other members of the team must match in
color(s). Provided the colors match, the style need not match (i.e. bottoms may be of any
length, tops may have sleves of any length, necks of any style, etc.)
- In the event that a team does not have a uniform which accommodates the size of a
team-member, those athletes may wear football or basketball game or practice jerseys which
are school issue. Non-uniform tops or bottoms which are not school issue may not be worn,
even if they match in color.
- Cold Weather Exception. When a competition is to be held in inclement weather, clothing
rules may be modified by a consensus of the coaches. All officials will be notified of the
modification.
FOUL LANGUAGE
Use of foul language at any point prior to start, during the event, or after the finish of
the competition may be grounds for disqualification.
LINE VIOLATIONS
The white line on the inside of a lane is out of bounds. Competitors who step on this line
three times consecutively (left-left-left, right-right-right, left-right-left, or
right-left-right) will be disqualified. This rule is in effect whether cones have been
placed along the inside of lane 1 or not. Committing a line violation in attempting to
avoid contact while passing another competitor does not excuse the violation, nor will it
preclude disqualification.
LAPPED RUNNERS
Runners who are lapped should hold their line when being passed by runners who are lapping
them. Obstructing a lapping runner is grounds for disqualification

TAUNTING POLICY (adopted by Region 6 Coaches and
Administrators, spring 2000)
Before the Finish Line:
- Any overt form of celebration, such as raising ones hand or hands over ones head,
jumping, leaping, skipping, running backward, crawling, etc. shall be considered to be
taunting, and shall result in the disqualification of the guilty athlete (and his/her
team, if in a relay).
- Pointing toward another competitor, trash talking or "woofing", or any other
display of poor sportsmanship which is directed toward another competitor (or toward an
official) shall be considered to be taunting, and shall result in the disqualification of
the guilty athlete (and his/her team, if in a relay).
After the Finish Line
- Pointing toward another competitor, trash talking or "woofing", or any other
display of poor sportsmanship which is directed toward another competitor (or toward an
official) shall be considered to be taunting, and shall result in the disqualification of
the guilty athlete (and his/her team, if in a relay).
- NOTE: Celebration of a good performance which is not directed in a negative way toward
another competitor or team is NOT considered to be taunting and shall NOT result in the
disqualification of the guilty athlete (and his/her team, if in a relay).
Disqualification:
Any meet official may make a recommendation of disqualification to the meet director and
jury.

| General Rules for all Events |
- All competitors must wear uniforms of the same color and same general style
- Initial checking for compliance with uniform regulations occurs at the time the athlete
checks in with the Clerk
- It is the athletes responsibility to wear a legal uniform
- It is the coachs responsibility to inform athletes re: uniform rules
- All socks are legal: high or low, striped or plain.

shorts. The articles of clothing worn under the shorts by team members may be of different
styles (e.g. lycra shorts, knee-length tights, ankle-length tights, etc.). When articles
are worn under the shorts by more than one member of a relay team, all of those articles
must be of the same color.
- It is not necessary that the articles of clothing worn by team members under the singlet
are the same color as articles of clothing worn by members of the same team under their
shorts.
- It is not necessary that every member of a relay team wear clothing under their singlets
and/or shorts even if one or more of their teammates wears such an article(s) of clothing.

- Wristwatches are permitted
- There will be no enforcement of jewelry rules

| Enforcement |
- A competitor who is in violation of these rules will not be permitted to compete in an
event until he or she is in compliance with the rules.
- The start of an event will not be delayed to permit an athlete to come into compliance
- Should a competitor start in an event in violation of uniform rules, he or she is
subject to disqualification following the event.
- If the competition begins before the athlete complies with the rules, the athlete
forfeits his/her right to compete in that event
